LJB Hires Veteran Stormwater Engineer

Chris Costner Water Engineer

To support the firm’s commitment to providing expert water resources services in North Carolina and South Carolina, LJB has hired Chris Costner, P.E., CSM, CFM, to serve as a Water Resources Project Manager. Working from LJB’s Charlotte office, Costner focuses on municipal stormwater program and project management, NPDES permitting and compliance, and stormwater management and dam improvement projects.

Costner’s efforts will expand on LJB’s existing portfolio in the region, which has grown steadily since LJB’s 2019 acquisition of water resources firm, JEWELL Engineering, in Kernersville, NC.

Costner brings 35 years of experience in the stormwater management field, and he is a certified stormwater manager (APWA) and certified floodplain manager (ASFPM). In his former role as City of Monroe Stormwater Engineer, Costner managed the City’s Stormwater Utility Program, as well as the City’s Floodplain Management program and worked closely with the economic development department to ensure compliance with local, state and federal regulations.

“The expertise and municipal experience Chris brings to our team will help LJB better address both public and private sector water resources needs in North Carolina and South Carolina,” said LJB VP of Operations, Mike Surasky.

“I am honored to work with the entire talented LJB team to focus on stormwater management,” Costner said. “The firm’s goals directly align with my career aspirations – to help local communities with effective stormwater management programs.”
