LJB is proud to announce that Pat Turnbull, PE, MPA, has joined the firm as Municipal Service Line Leader. With more than two decades of experience leading public works, utility planning, and infrastructure design, Pat brings a unique blend of technical expertise and municipal leadership to the role.
As Municipal Service Line Leader, Pat will guide LJB’s water and sewer design practice—supporting municipal clients with utility master planning, public infrastructure improvements, and strategic coordination with public agencies. He will also lead an internal team of engineers across the country to grow LJB’s municipal design capabilities and expand service delivery for clients navigating public utility and infrastructure needs.
Throughout his career, Pat has held leadership roles in municipal and county government, overseeing departments responsible for stormwater, water and sewer utilities, solid waste, and public works. His engineering foundation and public administration background give him valuable perspective on the technical, operational, and policy-driven aspects of utility infrastructure.

Pat is a licensed Professional Engineer and holds a Master’s in Public Administration from Wright State University, as well as a bachelor’s degree in civil engineering from The Ohio State University. A U.S. Navy veteran, he brings a mission-oriented mindset to every project.
